Evansville Changes Forum Rules: Who Can Question Candidates on Taxes, Services

The Evansville Board of Elections approved revised candidate forum guidelines on July 8. These rules limit question submissions to groups registered with the city clerk by June 30. Residents in several neighborhoods now face restricted opportunities to raise issues directly with candidates for city council and mayor.

The change arrives as Evansville prepares for its municipal elections in November. City records show 14 candidates have filed for seven council seats and the mayoral race. Policy analysts note that similar rules in other Indiana cities have altered which community concerns receive attention during campaigns.

Who Gains Direct Access

Organizations such as the Evansville Chamber of Commerce and the East Side Neighborhood Association qualify under the new criteria. Members of these groups can submit questions on topics including property tax rates and road maintenance budgets. The guidelines allocate 60 minutes per forum for such questions. Smaller groups, including tenant associations in the downtown area and some youth advocacy committees, fall below the 50-member threshold.

Their members must rely on general public comment periods that last 15 minutes. City budget documents from 2025 list $2.4 million allocated for street repairs in wards represented by candidates likely to participate in the forums. Residents in qualifying areas may see more discussion of those funds.

Budget and Service Implications

Local advocates note that areas without forum access could see delays in addressing issues like park funding, which totals $850,000 this fiscal year. The board will hold the first forum under the new rules on August 12 at the Evansville Civic Center. Candidates must confirm participation by July 20 or risk exclusion from the official schedule. Further forums are scheduled through October.
